PDC Filing Reminder - 2009 Election C-3s & May C-4

A filing reminder from the PDC for 2009 political committees:

This filing reminder will apply to your political committee if your committee is supporting or opposing candidates or ballot measures in the 2009 primary and/or general election.

If your committee is not involved in the 2009 election cycle then you will continue to file C-3 and C-4 reports monthly. **Please check with PDC staff if you are not sure what to file.**

Cash Receipts (C-3) reports are now due weekly on Mondays. This means that any deposit(s) you made between June 1 and June 7 needs to be reported no later than Monday, June 8. If you made a deposit May 1 to May 24 and haven't filed the C-3 yet, you can send it in now or wait until you file the June C-4 report that is due on June 10.

Filing before the deadline is OK – just don’t miss the deadline. No deposits? Then you don’t have to file the C-3.

The C-4 that is due on Wednesday, June 10th will cover any activity that occurred through May 31st.

Mailed reports are filed when they are postmarked; electronically filed reports are filed when they are transmitted. E-filed reports can be submitted 24 hours a day. Any committee may e-file contribution and expenditure reports, committees who spend or expect to spend $10,000 must e-file their reports. Remember to send copies of mailed reports to your county elections office. E-filed reports typically come only to the PDC. Please check with your county to verify if they require e-filed reports as well.

Committees who are filing by mail should consider e-filing. Anyone filing C-3 and C-4 reports may e-file them; committees who expect to spend $10,000 must e-file. The PDC's e-filing software, ORCA, can be downloaded from the Filer Resources page of the PDC's website, www.pdc.wa.gov. Apple/Mac and Linux users must install the software from the website.

ORCA can be downloaded and used, but you will not be able to transmit reports until you register an e-filing account. The software is user-friendly and has built in help tools including on-screen tutorials.

Committees who plan to transition from mailing reports to e-filing should do it soon because you will be required to enter contributions and expenditures from the beginning of the campaign or calendar year regardless of whether they have already been reported to the PDC.
